由于某些特殊原因，美國無損檢測學會主席不能出席2017遠東論壇，特指派美國無損檢測學會Certification Management Council （CMC）考試資格認證委員會主席兼遠東太平洋區域總監 John Kinsey 作為代表出席會議。

Mr. Kinsey has more than 30 years of Technical Consulting experience in the Welding and Inspection industry. His
experience and consultation services have spanned many industries, including but are not limited to transportation,
power generation and transmission, oil and gas, pulp and paper, petrochemical and commercial high rise. He has
served as a Technical Consultant to clients in troubleshooting welding problems, development of welding
procedures, review of appropriate codes including AWS, ASME, API and other international codes, specifications
and detail drawings, and in providing recommendations for quality assurance and testing programs. He has
extensive experience in the fabrication, construction, and inspection of Steel Bridges, including bascule, cable
stayed and suspension bridges for North America, Asia, and Europe. This bridge experience includes conducting
comprehensive audits and evaluations of fabrication and quality programs in facilities worldwide to ensure
competency to achieve contract requirements. He has served in a variety of senior technical and managerial roles
during the construction and fabrication of numerous bridges and steel structures. His bridge construction experience
included performing QA welding inspections and nondestructive testing (NDT) as a specialized consultant to more
than ten different US State Department of Transportations and a variety of international bridge authorities, including
those in Belgium, Canada, China and the United Kingdom. He has amassed comprehensive, practical experience
in many disciplines and specialized applications of NDT to evaluate weld and materials for compliance with many
codes and standards in the construction industry. He has served as a consultant to clients in troubleshooting NDT
problems; conducting welding inspection and materials evaluation; developing control programs; establishing NDT
certification programs and developing NDT procedures, and providing recommendations for testing programs. Mr.
Kinsey is internationally recognized as an “Expert” in the field of NDT from his work with the American Society
for Nondestructive Testing’s (ASNT) Certification Management Council (CMC), where he currently serves as the
Chair responsible for overseeing all ASNT certification programs worldwide. Mr. Kinsey has served as a full
member the CMC since 2002. He was the Chairman of the ASNT CMC Level III Examination Division for the
past seven years and was responsible for the development, maintenance, validation and oversight of all Level III
Certification Examinations conducted globally. Mr. Kinsey also served as the Chairman of the ASNT CMC
Ultrasonic Testing (UT) Method Committee for the past ten years and was responsible for the development,
maintenance, validation and oversight of all UT Level II and Level III Examinations conducted worldwide. His
work with ASNT on both a local and international level is extensive with involvement in three of ASNT’s four
councils. Mr. Kinsey is the ASNT Regional Director of Region 21 (Asia Pacific) and has been instrumental in the
establishment ASNT Local Sections in China.
